Motherboard turning on for a few second then turns off and repeats

Hello. Ive bought a used motherboard to use with my i5 4460 but one problem is once turning it on in a case it just turns on, cpu cooler fan spins for about 3 or 4 seconds and then turns and repeating. Could it be that simply a 300w HP psu isnt enough power to make it work. 

 

The specs are:

 

Gigabyte GA-H81M-DS2 Motherboard

i5 4460

4GB DDR3 1600Mhz ADATA

Artic Alpine 12 cpu cooler

XFX HD 6850 (not in system of current issue)

 

Any help will be appreciated. I will be buying a 620w be quiet! psu soon if the psu is the problem

i Also Had This Issue, on a HP Pavillion With A 4460 Too.

The CPU is the colporate.

Try swaping it

its not my cpu, we tried in a different board and it worked

Pretty sure it's the bios on the motherboard. The 4460 is a Haswell refresh CPU. I had this issue when I upgraded to a used z87 Mobo for my 4460. If you have a different CPU that is not a Haswell refresh CPU pit that in so you can boot to the bios and check your current bios on that Mobo.
