Cannot connect to Steam. Offline mode unavailable.

I was downloading a torrent about an hour ago, and uTorrent was completely misbehaving, not responding, not showing active torrents etc.

I restarted the computer, resumed the torrent, program still misbehaved badly, but when it finally finished downloading, uTorrent was again ok. It was misbehaving only while the torrent was downloading.

I just now tried opening Steam (after the previous reboot) and I simply can't connect.

I don't have the "connect offline" choice available. And when I click on the "Network troubleshooting tips" I get this.

Internet is otherwise working fine.

I'm running Windows 10 64, no antivirus, just the Windows default.

Well there's your problem your using a Torrent most likely your steam files got corrupted when the torrent downloaded.

I think maybe it's something with Steam. That would explain the second picture I uploaded.
