CPUs and motherboards I tend to buy new, but but only because I tend to not upgrade them for ~3-4 years and might as well get one that will last a while. I have bought them and used them in secondary rigs without much issue, but they aren't nearly as much of a value compared to new ones as used GPUs are (assuming the market isn't now). GPUs, on the other hand, I have only ever bought one new in my life, and that's because the used market is all kinds of screwed up right now. I've never had an issue, and that includes buying old mining cards. You might have to replace the fans and thermal paste on them, especially if they were a mining card, but I've never had an issue with them, and if you can get one for a good price, go for it.
If you had the time to wait, I'd say wait until the end of the year so you can get the next gen CPUs or the current CPUs on a Black Friday sale. If you wanted to get stuff now, this would be the way to go.

Personally I have some friends that bought their GPU's at MSRP.

They just followed a Stock Bot on either Twitter or Discord. And as soon as the stock comes available, the Bot drops a notification link to the website. You have to act fast, otherwise you will not be able to get it. If you have the Correct Billing and shipping info already linked with your account, then its a matter just clicking the BUY button.

Personally i have came across GPU's listed at MSRP or slightly higher than MSRP that are in stock for 30-60 secs. So you have to act fast.

This build has 16 cores vs your 10 cores, also the video playback depends on your GPU if you have the option to GPU Rendering in Premiere and other programs turned ON.
The above build gets you best performance, that your budget can offer.

If you want to spend more then maybe choose a better Motherboard but this one is also fine.

Even though thats the case it's like 10 more dollars for the 3600 kit so you might as well.

Sounds right to me.  Whether 4/8 will even be a problem in the nearer  future is being questioned. I personally think it likely will be.  I’m just some shmoe  on the internet though.  The 1200 doesn’t have great single thread to start with though, and ryzen1 has a rep for being picky about ram.  My personal move would be 3700 over 3600. The extra two cores would mean more space to stream on and it fits with my belief that devs may make games that only work right with 7/14 after the new consoles come out.

As for avoiding a GPU upgrade ftm GPUs are kind of up in the air because of imminent new announcements so there’s a good argument for doing so.  They’ve been that way for a while though, and it may go as far as 2021 though amphere seems to be arriving very shortly. Could be a longer wait than you want depending on what you wait for.  It would mean you’d see very little fps gain from your cpu/ram upgrade.
