Yes, it is. Besides which, it would be really hard to build a PC without touching the mobo. Just don't touch anything with anything conductive, when the PC is powered-on.

I've followed most of those instructions and thanks dude, i ended up getting a system for around 567$ when the original one was 671$ and the performance should be similar

Dude thanks for that last tip, i were able to find one R580 that cost 70$ less then the 5500XT, THAT'S HUGE. And the performance difference isn't that big and exactly like how i wanted it to be. And i also changed the RAM to a cheaper one and i was able to upgrade the ssd to the 240gb sata one you suggested, thanks dude

just to answer all the questions you've posted so far, i'd try to get something like:
r3 3100 (330x is better, but it's best to invest more into the gpu)
b450 board that has vrm heatsinks
2x8 gb ram 3000 or 3200 c16, cheapest you can get
240gb ssd, cheapest you can get, sata is fine
1tb hdd, 7200rpm and at least 32mb cache
any case with a mesh front for decent airflow
a good 450-550w psu. corsair cx or evga gold are good options, but depends on what's available. look in the psu tier list and pick something B+ or higher.
after all that, hopefully you'll have budget for a 1660 or 1660 super. if not, the 5500xt and 1650s are good options, but not significantly better than a 580, which should be cheaper.
