Yeah, don't flip the switch off on the PSU.
 
Just shut down the system from Windows.
 
The caps drain when you flip off the switch and have to recharge, that's what you saw.

So everything was good until I saw the AMD Phenom 2 1100 Black. That's a 12 yr old CPU and I thought mine was bad

It's ok, I will probably change the PSU to an EVGA one even though it would be more expensive. I will put it in my list

Your build might be getting to hot which can cause it to thermal throttle, which slows your computer down to try to lower the temperature. You might want to flip one of your fans

Ok, I'd go with the MOTILE 14 Inch Laptop if you would like more performance, if you would like a more trustworthy brand, I'd pick the lenovo
