    Yes but ATX case still holds mATX boards, same for mITX. these 3 form factors share mounting screws, bigger board having more of course.

    Here we can see a game tested using Google Stadia on PC and I dare anyone to call this playable:

    I measured the first jump at ~650 ms.
     
    Mobile is not much better (though the article disagrees for some reason).  See for yourself:

    I measured this at 270 ms in photoshop.  Yes it's better, but still completely unusable.
     
    As they say, it's early days and there is opportunity to improve, but it just goes to show this is not a miracle product and still suffers from all the pitfalls of game streaming, most notably at this time, latency.

    Well you can cut a massive slot in the side panel and the top of the slot for sure... very gnarly but as long as you make something that holds the graphics card in place so it doesn't fall off or even move at all it'll work physically...
    Now electrically it's another problem, the PSU in that Optiplex is too tight for a 1060.

    Well, It is still  on 14nm with how many "+" now? The 10 cores i9 10900k sounds not bad but I doubt the price is going to be much more expensive. The i9 9900k 8c/16t is at $489 right now,  so I doubt the brother 9900k, 10900k will be $600? Who knows, but we know it is not going to be affordable. The i9 10900k is going to be more hotter than i9 9900k with 2 more cores and 4 more threads.
