Magical how well it works.

I don't actually know off the top of my head if it uses the LAN if you're withing your local network, never worried about it personally. As for if its good, yes, its the best and works incredibly well over LAN.
 
You really don't want to use the built in RDP for gaming.. I'm not even sure how you're using that at all.

Maybe you could use Spacedesk. This uses the LAN, but I haven't tried it for gaming.

If the gaming PC has an Nvidia GPU you can use Nvidia Game Stream in the GeForce Experience and then Moonlight on any client to play the games, that would LAN only. THB though Parsec is just as seamless and brainless to setup so I just use that for everything. 
 
I still don't understand how you're playing 3D games over Microsoft RDP, that's such a terrible experience. 
 
 

Parsec is ultimately the most well known and developed solution for 3D accelerated remote desktop for gaming.

Parsec is definitely what you want to use. 

I would call an electrician and have them sound the wiring. This sounds suspiciously like a ground loop or ground fault, which can be very dangerous. It would appear that this might not be the piece of Schitt hardware you think it is... Sorry, couldn't help myself. Even the manufacturer makes light of this. 🤣

What's your networking/internet setup? Me? I have the main router downstairs, and this messy, but somehow working, setup. It does very well.

400 feet is pushing it for UTP, at that length you'd want fiber or point-to-point wireless. (That would also keep the two houses electrically isolated from each other.) Gigabit fiber media converters are affordable and introduce minimal latency.
 
What does your network layout look like? Can you throw a quick MSPaint sketch together?

PSU degrading and not able to go to its true rate anymore.

1. use only boot drive HDD unplug other 2 HDD still have issues? else proceed to 2
2. use remove video card and use built-in still have issues? else proceed to 3
3. Replace PSU (450 to 500w at least) and plug-in back both HDD and GPU still have issues? else proceed to 4
4. Remove GPU and use IGPU still have issues? if its working with iGPU and crashes with GPU replace GPU, else proceed to 5 
5. MOBO = Dying and wants to retire, replace mobo.

its either GPU or MOBO (motherboard).
mobo probably getting bad caps. (encountered same issue as you in the past, it gave me hours of playing the game WHO'S FAULTY!, changed ram, change gpu, used iGPU, change power supply, change avr, change outlet)

try visually checking the MOBO if it have bloated capacitor.
have you tried cleaning both? probably some dust manage to short something.

if your setup have iGPU try doing heavy task like video exporting as you mention while watching something in YT.
if this fails, and have a spare power supply use it, if it still fails its probably your MOBO.

this game needs abit of good mid rage phone, to avoid issues like samsung a30 specs and up.
