My "new" old rig, only hardware update was case and water cooling, but pretty happy with how it turned out.

Ryzen 2700X
16Gb XPG spectrix D60G ram 3200 (overclocked to 3600Mhz)
Asus RX570 GPU
MSI B450 Carbon gaming AC Wifi
SilverStone PSU
2TB and 1TB WD HDD
1TB kingston A2000 M.2
Byski (mostly) hardline water cooling 14mm tubing with EK cryofuel
First water cooling loop so let me know what you think!

that aio is a sheer waste of money, that SSD is Dramless, you're getting mere 8 gigs, overspending on case, bad psu

Get a 2080 super. Get rid of that aio. Get a good board. Like the tomahawk max or mortar max. As for b550. Aorus pro. Strix f or the tomahawk or the mortar.

Hot take: covering the webcam is unwarranted paranoia. If someone has access to your webcam they already have full control of your computer and them watching your face while you browse facebook is the least of your concerns.

Right, so you're OK with an x86 cpu (all of which come with a backdoor), a microphone, web tracking and deanonymization, proprietary software you don't know the workings of but the webcam is where you draw the line? I don't care if it's theoretically possible to look through the webcam without alerting the user, as I said if we're at that level of access they already own you - and they don't care about keeping hundreds of GB of a random person's camera feed that they then need to sift through.
 
It's infinitely more efficient to mine personal information, keystrokes, website visits and a myriad of other things that can be combed with software. Covering the webcam is a useless placebo for people who don't understand the first thing about computing privacy and security, so they can relax and keep purchasing products that don't respect their freedom.
Are you kidding me? What information does that give them that, say, your current location data doesn't?
Again, the webcam is literally the least of your problems if that happens.
It also takes less effort to wear a tin foil hat on the street, why don't you do that? Aren't you scared of solar radiation and 5g? It's so easy, better safe than sorry, right?

Enabling SSAA 2x results in your GPU having to render the 3D scene at close to the same amount of pixels as 3840x2160, or 4K. It's normal.

SSAA = supersampling, of course it tanks your performance.

For HDDs it doesn't really make much of a difference afaik.

Nvidia always maintains 4 generations of support, so 7th gen is still receiving optimizations. 10th gen will only get axed after another 2 releases from 3000

I'd probably get the 5700XT.
The 1080Ti is over 3 years old, performs only about 5-10% better than the 5700XT (in gaming), pulls even more power and it comes with no warranty.

Well both will easily handle a 1440p panel. 
What are they both priced at ? 
A 1080ti is close to the 2080/super. So it is faster than a 5700xt. But it doesn't come with warranty as its used. If you can wait. Then I suggest waiting for ampere and big Navi. But if you had to decide between these two. 1080ti will perform better. 
5700xt will perform good and will come with warranty. But will be slightly behind the 1080ti. 

If your friend is looking to spend even a little bit extra on something like an overclocked model, tell him about the 1660 super. Usually, they're only about $30 USD more than the 1660, but have a really nice performance improvement.
 
A cheap 1660 super is always better than an expensive 1660, because of the increased memory bandwidth.

Gigabyte and MSI both make several different 1660 models.
As long as it's not a single fan model (unless he specifically needs one for a very cramped case), it will work.

why stop at a meshify S2? Get a silverstone RVo2, for it's uniqueness, and chad airflow, or a p500a mesh for it's airflow

You literally have the cream of the crop in terms of PCs, and that’s still not good enough for you. At what point will you be satisfied with your setup?
 
1. Custom mechanical keyboard to replace what junk Razer/Logitech/Corsair you already have. 
 
2. Good chair. Will help ergonomics. 
 
3. Sit/Stand desk. Will improve ergonomics. 
 
4. Nice XLR microphone and good Audiophile Headphones with a great speaker system. 
 
5. Buy a shit ton of things during the Steam Summer Sale. 
 
6. Get rid of the choked off case, get a Meshify S2 ( @TofuHaroto  ), build a custom loop inside of it. 
 
7. Overclock the living shit out of the components.

8700k + 2080ti, wait another year maybe. 11th gen or ryzen 5000.
