that amd fx has worse single core performance compared to the i3 4160. it shows low cpu usage because games are not utilizing all 8 cores rather than the 2 cores faster cores of the i3.

I'd take a long hard look at AMD for the CPU. Storage, case, psu and cooler (if compatible with whatever you get) can stay, the rest I'd sell to help subsidize the upgrade.

If you're not doing any super heavy tasks Ryzen 5 3600 is your best bet. Pair it with a B550 which is coming in less then a week and slap in your old RAM.

Soundblaster Live for anything from Windows 98 to Windows XP. You can even stretch it into Windows 10 if you are not afraid of community written drivers.
For DOS, I would have to say Gravis UltraSound is the gold standard.

You serious? A 1030 immensely outperforms a GTX550, while drawing immensely less power.
If you don't plan to upgrade your psu then yeah, a 1030 is a great option.

You should probably specify what you mean by a 550/560. A GTX 560/550 or RX560/550. If 550 you mean RX550 then that's no better than a 1030
