    Your getting the correct temps for the cards cooler design, it's a blower card it will be high like that.

    Aside from turning up the GPU fan, there's nothing that can be done. If it's any consolation, my old FX 8350 / GTX 580 SLI rig was an 800w monster, both 580s and the CPU were max OC'd. The 580's had a much louder blower cooler on them than your 2070 and the top card would touch 89-90*C during the summer months. It was fine, just loud and alarmingly hot. Last I heard both 580's run fine to this day. It doesn't matter that you're at 75c lol dont worry

    your fine, even up to 85C honestly. It doesnt cause issues, just slightly less performance

    The "Pro4" name is from ASRock. It's called the ASRock Pro4 Z370. From what I see in the case, it looks like those are 120mm fan mounts. That's usually the standard fan mounting in a case. It looks like you have 2 "chassis fan headers" (case fan headers) on the Z370 Pro4.
     
    The Case, I think has 6 120mm fan mounts, with the water cooler using 1 of the 6. I suggest you get 5 fans to fill the rest, and move the water cooler to a spot that has a dust filter. I say this, because the current configuration is either pulling air in without a filter (getting the radiator covered in dust and clogged up) or its pushing hot air out, which is going to increase CPU temps.
     
    Since your motherboard doesn't have enough headers, get some fan spli$tters so you can plug more than one fan into each header.
     
    Some really good fans right now are the be quiet! Pure Wings 2 PWM (PWM means you can control them with the motherboard). They're $11 right now on SuperBiz, a steal for how good these fans are.

    As mentioned above, totally fine. You'll notice that TjMax is 212°F or 100°C. You're topping out at 140°F, which is 60°C. Anything under 80°C is optimal, and anything under 100°C is technically "safe".
     
    Pro tip: change your units to Celcius, as that is the standard scale for hardware temperatures.

    Listed in Fahrenheit, scared me for a sec. Temps are fairly normal, is this load or idle? Overclocked or no? which cooler?

    I don't know what coretemp is but those temps aren't good for just using the web.
     
    The temps are in F, not C. That threw me off... You're good.

    The second generation release of Nvidia consumer grade GPUs are new to the release and could have higher costs initially at release which are likely to lower in the future and maybe later on present better value when the price comes down. For your budget, you could definitely go with completely new hardware although an option to consider is going to be the used and refurbished market which could present better value for the money. Previous gen i7 processors used should be able to present better value if found at a good deal than new and at full price i7 8th gen processors. Same is going to be said for the RAM, motherboard, and storage with used possibly being able to present better value. Although, I would suggest buying the storage for the system brand new to eliminate failure risks which are additional.

    rx 2070 is a good buy right now, even better if you want bfv, there's still 2 months til anthem, so u have time to wait for a new promo if you don't want bfv.
     
    All in all, you are getting a 1080+10%~ + a game for 499.
