I kept the Samsung NVME but it could be changed to the Crucial P1(QLC) or a sata M.2/2.5" SSD(slower than NVME) that will get you 1TB for only slightly more money if the differences don't matter much for you.
The GPU I changed to the KFA2 EX because it's decent while being almost €50 cheaper than any other models, the fan curve is too aggressive, which makes it loud but cool, but that can be changed so it isn't that big of a issue and it doesn't seem to be that much louder than other similar models anyway.
I personally think that a B450+3900X is better value than X570+3700X/3800X so I went that way, if you need features that only are in high-end motherboards you can either go for a X570 and drop the CPU to the 3800X(due to it being only €10 more than the 3700X), or maybe look at expansion cards/external solutions for example a decent DAC/AMP if you want better audio or something like that.
The cooler is there as a good option if you want something better than the stock one.
The RM is better than the G3 and 650W is more than enough for this build, the 550W would already be good enough, but due to the pricing I choose the 650W.
You can also drop to the 3800X and save some money if you think that you won't benefit from the extra cores that the 3900X have.

This makes no sense, if the i9 9900K is the superior CPU it will be better across the board.

If you want to do CPU based encode then the Ryzen 7 2700X is the best "value for money" looking at quality of the stream, the i7 8700K will game better and you can potentially use the iGPU QuickSync for streaming so the CPU gaming performance isn't affected but the quality will be lesser.

However CPU encoding for streaming is something of the past right now with RTX cards featuring much improved NVENC processing cores you can stream through the GPU with no performance hit on your game at all, completely off loading from the CPU.

That means if you'll have a RTX card you should use the NVENC and potentially go easier on the CPU with the i7 8700K or even a Ryzen 5 2600X depending on your display settings (like 1080p240hz is more CPU intensive than 1440p144hz which is still more CPU intensive than 4k60hz, the more CPU intensive scenario the more it'd make sense grab an i7 over the Ryzen however the other way around also is true)

    Cheers!

    @LordFarto
This build would be more balanced (assuming you haven't bought the 1070ti yet (that would make the build you posted over 2k, whereas this build is cheaper than your build w/o gpu included and gets you the rtx 2070)

If you are spending that much on a system. Wait for Zen 2 or do a waiting system with a r5 2600 and wait for Zen 2.

Buying a 9900k atm is a very bad idea. Especially when you have a system you can still use.

do you really need nvme? (probably not) do you really need the 9900k or could you step down to a cheaper cpu? As it stands you are paying more for your CPU than you will for your GPU, you generally dont need to buy extra fans, especially as you have an aio anyways......

    TL:DR
your system will be WILDLY unbalanced
as a computer science student, you dont need this much for the occasional game and coding, from experience you wont really have time to play that often therefore you should probably spend about half on the computer

Depending on local pricing you might consider an i7-9700K instead of the i7-8700K.

You might consider a less expensive cpu cooler.

The new sterrox NF-A12x25s. I don't know why you'd burn 60 bucks on exhaust fans unless you're going for a strong negative pressure case, but those are the best ones available.

For exhaust it really doesnt matter what fans you use truthfully. As long as there is air travelling towards them, it will pull it out in general. You honestly do not need to spend the premium on Noctua Fans for exhaust. But if you must, the NF-F12 or NF-S12 will be your best options.

Usually a loss in FPS is either a CPU limitation or a GPU limitation. Your CPU is pretty set unless you want to overclock it and but the GPU is more likely your limitation for the intensity of graphics you're running. Anti-aliasing (if applicable) can really put a dent in your fps which is a GPU limitation along with high detail in games. Consider that and see if AA is enabled. If disabling it makes the games smoother then it's a GPU limitation.

A 1080/ti and overclocking you CPU would basically max out the capabilities of your system.

GPU is close to mine 960, very close to replacement time.

The problem is cost. Wait , the cost of card is about to fall. Miners are moving in a different direction, from what I have read , could be false, but we can hope.

I think the best upgrade you could do is get a better GPU.
