They need internet to run. If you are only using for say chrome, they are great. You can also pick one up for only a few hundred USD. But they suck at anything else. But with your budget, don't even consider one. You should go with a Lenovo Yoga 730. Is a super great laptop, in fact it is my main driver. What ever model you get has an m.2 ssd (super fast storage) and 2 thunder bolt 3 ports. They are like USB C on steroids. Is also got pen support, which I take advantage of. The 1080p touch screen is a little saturated, but can easily be tuned down. If you have any questions about it, just ask! I don't know if it counts as a controversy, but mine are when people make assertions that I bother to do some research into their origins or truth, only to find out said assertion is basically false, was based on some rando from the internet's opinion, not doing any historical research, or is founded on a general lack of understanding of the way things work. Examples:
Intel using thermal grease as the TIM instead of solder GeForce 10 doesn't support asynchronous compute Most things regarding multi-threading and multi-core programming Windows Vista in general Most security issues that get widely known to the general public AMD Mantle not seemingly being the magic bullet people were expecting it to be. Which extends to DX12 and Vulkan. Intel's "incremental" improvements My problem with this is nobody seemed to take into account the decision NVIDIA had to make: It was either release the card with 3GB and even less bandwidth or what they did.
Most people don't pay for Windows anyway. It comes with the PC they bought. And the cost of Windows doesn't affect the cost of the PC since Microsoft subsidizes it.

Keep in mind that enthusiasts on tech forums are not the majority. Anyone that doesn't already have an interest in linux isn't just going to switch over because it's free. to them it's an unknown OS that they haven't heard of before and have no familiarity with how it works, might as well be created by the chinese government for all they care. So most people are going to stay on windows because it's what they know and they trust Microsoft (regardless of your own personal opinions on the matter).
Even if every game and every program i use was available on Linux (and i mean native, not WINE or Proton), i would still likely be on Windows because it's had a much longer period of optimization and driver support and it's what i know. If something goes wrong i'll likely have a good idea how to fix it. if something goes wrong on Linux the general solution is "go to terminal and type in the below elvish, it will fix it, i'm not going to tell you what else it does, just trust me"

Rebuttal (opinion): Intel purposely gimped their CPUs for years to allow AMD to catch up otherwise they would have a monopoly and pushed AMD out of the market meaning ryzen wouldn't exist
