    It should be best, to monitor your GPU behaviour while this occurs as it may explain the problem.
    I assume you're using Google Chrome, try turning off hardware acceleration.

    Youtube playback seems to take a lot of CPU so that impacts gaming performance.

    Clean install is the best idea.

    First grab a USB with window installer (https://www.microsoft.com/en-au/software-download/windows10).
    Unplugged all your drives from motherboard either by removing sata power/sata data cable. Just install your SSD (your m.2) and boot up computer and select your USB as boot drive.
    Follow the prompt the install windows and after windows boots up. Go install all necessary drivers such as GPU.
    Shutdown computer, re plugged in existing drives and boot up windows. (You might have go change boot order so it will boot off your m.2 not your existing hard drive)

    Now you can copy existing data off your own hard drive and after you have copy all files you need etc you can format it and use it a secondary drive.

    I recently upgraded to ssd too,Follow the below steps and it will be easy
    1.Write down the key(not necessary since windows automatically retrieves from mobo) but as a backup.
    2.create windows 10 installation usb.
    3.Shut down and open Bios Settings with usb connected.
    4.Look for something called boot order in bios,in it look for your usb make it in the top of windows boot manager.
    5.save and exit.
    6.It will restart and take you to windows install page,select install->custom installation->delete/format  the Hdd boot partition->now select the SSD and press next.
    7.after installation It will restart automatically(remove usb as soon as pc shuts down).
    8.let it restart and windows is installed in your ssd

    Although your fps is low but it's not terrible. So I don't think there's anything wrong with your CPU and graphics card.
    My assumption is the RAM. Do you have 2 sticks of ram or only 1? Obviously 2 sticks makes a huge difference for Ryzen.
     
    Also you say you get lag spikes in windows and games when setting your RAM to 2933. That is weird. What is the RAM kit you are using? You should at least be able to make it run at 2666MHz with no problems.

    did you check that you have the exact same settings as the benchmarks that you compared with? there's also the issue of different hardware(ram latency/speed, CPU, etc.), which can skew the results.

    well, if i stick my head against my screen i see the same thing as you do on my 1080p screen. you just need to have some distance from your screen

    given the used case:
    add an SSD as boot drive - upgrade total ram to 8GB
    and sorry but: make a new clean windows install and be done with it. Will "feel" twice as fast at least :-)

    I can't answer everything, but i can answer some parts. 
     
    -LED's staying on after turning the PC of is a feauture. Used for charging your phone at night for example. I have the Asus prima b350 and can download software from asus to turn those settings of.(although i'm to lazy to do it).
    -Yes. CS:GO uses your CPU a lot.
    -Besides the fact your PC acts weird and keeps restarting etc or takes 20 seconds before it starts booting, at the start you described a 20 sec boot in general, which is out of my own expierences not weird at all if you dont have an SSD.
    -RAM runs on a lower mHz often, you can change this in the bios.
     
    I would like to know what you changed etc. It sounds like you had a problem, and tried fixing it by doing random shit and changing random settings.

    Streaming is pretty heavy for a pc so i think youre better off saving more or buy something second-hand
