The only difference between the 550W and 650W is that one is the watts. You'll have some room with either, just more with the 650. And yes, it's not just about efficiency. I'm just going to link the thread on it so I don't have to type it all out:

Get a GPU. Compared to that big of an upgrade, the benefit from adding an SSD for gaming is so minimal you shouldn't even consider it.

It depends on your Windows and BIOS settings. When Windows is in Balanced mode, it will automatically throttle the CPU, but it will not reduce voltage. When overclocking your Ryzen CPU, ensure that you're using adaptive voltage or something similar - for testing purposes, using an explicit voltage might be the best route, but afterwards, change it to adaptive or the CPU will remain at that voltage constantly.

The bootloader is on had not ssd, you should unplug the hdd before installing windows

as long as there were drivers for any previous version of windows it will work secure boot just only boots trusted OSs so windows would work fine even if it didn't you could turn it off in BIOS

Secure boot is software protection. The SSD is hardware.
So long as it's SATA and not in M.2 form, any SSD will work.
