    Depends on the resolution of course. But at 1440p it will easily play games for 3 or even more years.

    That is a little high. Normally it should be around 5-7% max.  Try finding what is causing that much CPU usage at idle.

    Is there something running in the background that eats up your CPU? Whats your usage at idle?

    Whatever you need. I don't know what you will be able to find. 
     
    For the GPU I would look for used RX570. For case and storage, the best you can find.

    Not really. If you keep your CPU within reasonable temp, it will become obsolete sooner than dead.

    First I would definitely get a better GPU. It all depends on your budget of course, but since its 1440p 144hz, I would go with 2070 Super or higher.  
     
    Then see what FPS you're getting. If your CPU is going over 70% load, I would look to upgrade it in the near future.

    9th gen CPUs are not compatible with Z170 chipset.

    Power and reset switches don't have polarity. All they do it short the connection that sparks boot up or force reset sequence. This is why you can turn your PC on by simply shorting PWR +/- switches with a screwdriver.

    Honestly, you're better of getting a new PC. There are so many unknown and questionable things about this PC that I wouldn't care upgrading it. 
     
    If you get better GPU like RX580 or GTX 1660, you will
     
    1 - Run into CPU/RAM bottleneck.
    2 - Possibly burn down your house with crappy PSU that is installed into every pre-built system.
     
    If you decide to upgrade your CPU, there are more issues.
     
    1 - Will you motherboard support it without blowing up?
    2 - Better Ryzen CPU won't work at its full power with a single channel 2666Mhz RAM.
     
    Also, on HP website it says that this PC uses Intel H370 chipset? Wtf?

    You said it will be "Very light video editing of 1080p" so I don't think you will have to work with hour long 4k footage that weighs 1TB. Its still an SSD with respectable read/write speeds. And if you go with more expensive M.2, you won't have money left for a good GPU.
     
    Yes, Tomahawk MAX will do the trick.
     
    1660Ti is much better value. If you can squeeze your budget to get the Ti, definitely go for it.  But 1660 is still a good option.  
     
    As for brands. Everyone got their favorite. But I would advise against getting some cheap chinese brands.

    Get Kingston A400 480GB SSD instead of your current one.
     
    Does that motherboard come with Ryzen 3000 ready bios? If not, get MSI B450 Tomahawk because you will have to update it yourself, and you cannot do it without older Ryzen CPU on the Asus board.
     
    Oh and get lower wattage PSU. You don't need more than 550W.
     
    As for the GPU, you should have enough money for GTX 1660 which will suit your needs perfectly.
