    Seems like a PSU issue. 450 is like bottleneck. 500w is recommended by Nvidia for a Founder's Edition card. So, get something big like a 550 or more. I'd get 650 just to be safe for room for overclocking.

    For normal home usage or even for some pro usage, it is more than enough. Your mileage may vary.
  11. You probably can do that. or Stop the Windows Update service and then delete the Software Distribution folder then restart then try to do the Windows Update.
