So I wouldn't call the GT 710 an upgrade, but you should definitely clear your previous drivers to avoid system instability. Just recently I changed a friend's GPU and didn't clear drivers because it was a temporary thing, and the system stopped booting at all, giving out a GPU error. Cleaning drivers fixed that.
Use a program called Display Driver Uninstaller to clean all drivers before installing the 710 GPU.

A card that was heavily mined on will still work fine, it might just not boost as high. If the card doesn't work, then of course you should return it

You have a couple options.
A used GTX 1060 type card, seems like they're going around $100 on ebay. That would be a nice upgrade in graphics power for games.
An SSD if you're running a hard drive (you probably are) would also be an amazing upgrade in terms of PC usability. Once you go SSD you realize how much time you waste waiting for Windows and programs to load out of a hard drive.
A cheap 1TB SSD is around $100 so that's perfect for you.

They can just buy a 3060 Ti, and have it perform about the same as a 1080 Ti but at 120W.
I don't see someone editing in Premiere needing a 3070/3080 unless they have too much money

Probably. What you can get new today for a reasonable price is not worth it at all, so you can start with the 1650 Super and you can upgrade it later.
@Moonzy's list would be fine. I wouldn't use a 850W PSU though. 650W is fine

This should be all your mother needs. Prices for GPUs are insane right now but I know this is urgent, so a 1660 Super will have to do.
If you can find a Ryzen 5800X for anywhere near MSRP, that would be a pretty good upgrade.
If you wanna save money, use a 2TB Hard Drive instead of the Crucial P1 as mass storage.
