    I've had a similar problem (only with a thumb drive instead of a SSD) using the graphical formatting tool. For me the following procedure helped:
    Open a terminal window/ command prompt and type "diskpart" (without the " at the beginning and the end). List your system disks with the command "list disk". You should see a list of your attached storage devices. Choose the SSD you want to format (be careful to select the right drive!) by typing "select disk <disknumber>" Remove any previous partitions with "clean" Create a new partition table using "create partition primary". After the process is finished you can end diskpart by typing "exit" Now you should be able to format the drive using the standard GUI option I hope that resolves your problem

    Really like these improvements. I am going to go with this build. Thank you for the help. 
    They really like a desktop hard to get older people to switch what they want. Plus already have decent monitors and peripherals. 
     
    I will install windows 10 from a code I have.
     
    The RAM will be the G.Skill - Ripjaws V Series 8GB (2 x 4GB) DDR4-2800 Memory from above.

    Of course almost everyone on this forum would encourage you to go with a self built system (myself included). But have you considered Chromebooks? If they only do webapps, you can get away with these. But since you already have monitors and keyboards and the like going for a desktop won't hurt anybody.
     
    Do you intend to install Windows 7 on the PCs using the license they already have?
     
    Here are a few amendments to your build that I thought was mostly good. Your RAM was a little slow, so I gave you faster RAM in dual channel.

    Case selection is pretty important for an office unit. It should not have a window or fan grill on the top. Windows tend to scratch easily and begin to look unsightly. Open fan grills on top are simply accidents waiting to happen.
     
    A good psu is important. Cheap psu tend to fail and often contribute to system instability.
     
    Ryzen cpu tend to prefer faster memory. It's also a good idea to take advantage of the small performance improvement offered by dual channel memory operation.

    Some websites claim it is VA, others claim it is IPS.
    I haven't done proper research myself yet, but I am almost certain that this is panel made by AUO and because it is 4ms it will be AH-IPS panel, or like they also like to call it, AHVA.
    That may be also the cause of confusion maybe.
     
    I also have AH-IPS monitor from AOC and it definitely looks more like VA rather than my secondary IPS one.
    That's not a bad thing because it has really good colours, viewing angles and a lot better contrast.
     
    As I said though, I haven't done my research yet so I cannot be 100% sure.

    The XB270HU is a 1440p (2560x1440), 144Hz Gsync panel. The XB280HK is a 4K (3840x2160), 60Hz Gsync panel. A pretty big difference.

    This is an unknown (EDIT: To claim otherwise is both presumptuous and speculation at best). GTA 5 isn't even out yet. Will it run in CFX? Depends on whether or not AMD gets to sample the game before release so CFX drivers come out with it. Otherwise, likely not until AMD can make CFX drivers for it after release. This will eventually happen if not before release. Until it does though, can disable CFX specifically for GTA 5 until a driver update that states CFX support added.
