    currently saving for a 9900k, my 4790k has become the main bottleneck in most games i play, also i really need a ram upgrade for work stuff and dont wanna invest into ddr3

    Ryzen typically doesn't do that well with a SFF build. I'd check to make sure the motherboard you've selected has good VRMs...the ones on the Gigabyte board get so hot reviewers have recommended against AIO coolers, and only mild OC with a downward facing fan cooler.
    Is the X400 cheaper than the MX300?
    I'd wait for Black Friday. You should be able to score some excellent deals.
    How do you figure you'll accomplish that with an mITX motherboard?

    if re seating the block does not help and the GPU in the same loop has no issues then it might be crappy TIM.

    I would personally use NVIDIA's official driver revision to ensure you're getting all the latest changes and benefits as they do sometimes include performance improvements in video games. Dell will not necessarily add it to their site unless they can confirm it works well, or they're just too lazy to do it.

    Usually, it's best to use the latest driver for better performance. But if you're having problems then do what  @Bananasplit_00 said.

    I have a 980ti and it can run games in medium at 4K even some on high with exceptions, on high games seem to run in late 40s to mid 50s which is acceptable, but in medium it defiantly runs at 60fps

    GPU around 270 W Max. Peak
    CPU 120 W 
    50 W or more for the rest depending on your setup.
    Minimum would be 450 W, but of course it isn't optimal to run a PSU at around 100 % load
    550 W would be ideal
     
    EDIT: This is for 980 Ti, I don't know about Fury X consumption
