Matx is gonna be the biggest factor.
Assuming the cards will be single slot, might be able to get away with it.
ASUS Maximus vii gene perhaps.

I think you'd have more of a problem finding said Z97 board, than a board with those features. They're getting pretty old at this point.

I've said it before and I'll say it again. You could fuck your pc on a shag carpet and not have to worry about ESD if you use your noggin.

To demonstrate, I will now build a PC case out of carpets.

I was worried as f*ck about the static electricity when building my first PC. I never grounded my self or anything and everything seems to work just fine. Just dont build your PC on the carpet while wearing socks. Occasionaly touch your room radiator to discharge if you are worried.

Good plan!
Or try used cards. Search for a good 280X or 290/X (make sure it is non-reference tho: they get damn hot!)
If buying used, make sure it hasnt been used for mining or the BIOS hasn't been hacked, then you should be good !

In addition to laptop RAM generally being of the OSDIMM variety, which is significantly different to desktop RAM, DDR2's notch is in a different location. So no, the laptops RAM won't work for you.
