    first i would try a different memory stick
    pull out the Corsair Vengeance 4GB DDR3 1600Mhz and try different stick of memory
    i don't see your memory on the list

    then if that doesn't work
    bench test  the board out of the case.

    any error code on mother board.
    double check .and make sure all cables plugged in..
    like the power for video card.
    and case wires
     
    if you can not get it to post
    pull mother board out of system. and do a bench start up.to test.

    Does the wall socket in her room have ground? I remember I had a similar problem. My old pc would never finish booting if the socket where I connected the PSU to didnt have that third connection to ground. Took me months to figure it out...

    check for a  bad PSU cable. i seen on the net .that someone  had the same thing going on. and this is how he fixed it
    all so check for any  ( sleep state setting. and turn them off._)
