I use the media keys every day, all the time, on the fly, this is not something I am willing to sacrifice.. Like I said, I only want to change F1, not any other key. The F1 - F12 keys serve no purpose to me in their original state.

I have one simple issue that has been driving me nuts recently.
 
I have a new HP Win8.1 Laptop that i love. The F1 - F12 Keys are all bound to functions such as brightness, volume, Media etc.,  almost all of which I use. They are great. However, the F1 Key drives me insane. In many games, When I go to press Esc for whatever reason, I can miss or accidentally hit F1. This usually minimizes the game and takes me out of it, which is extremely annoying.
 
All I want to do is disable or rebind the F1 key. I dont want to disable all the F row functions, Just F1. Soluntions?

Two reasons
 
1) The hype was too strong and backfired when it didn't live up to expectations
 
2) They released a card with power draw issues which goes against standard specifications, which some believe was to hide actual power usage.

Your upgrades, in order, should be: 
RAM: 8GB DDR3-1600
Power Supply: EVGA 600B 
Graphics card: EVGA 2GB 960 (Yes 2GB should be fine for 1080p)
Monitor: 1080p IPS variant
CPU/Motherboard: i5-4690k and z87 board
 
RAM first because you desperately need it. 
PSU because you dont want to run your shiny, new, expensive graphics card on a shoddy POS. you can destroy the card. 
Graphics card because you want it. 
Monitor because then you will have the necessary horsepower. 
CPU/Motherboard because they are the least important. Do note that an i7 is almost certainly unnecessary. get a well reviewed motherboard from a decent brand. To minimize bottlenecking, overclock the i3. 

Underclocking both would be the easiest fix and combined with your aggressive fan curve can help keep the noise down. It sounds like your "new used" card is in the process of dying so any real fix would help but it will only be a matter of time. Underclocking would take a lot of additional stress off the card.

I would wait for pascal (and Polaris - don't count AMD out quite yet). Even if pascal isn't very good for gaming, the prices on the 980ti will drop after Pascal. 

Now lets hope Polaris whoops nvidias Ass lol, As you can tell I don't like NVIDIA. I don't like them as a company though products are good.

RAM is easy: only buy from quality brands, but don't overbuy. For example, you could get a single stick of 8GB and upgrade to 16 later on. 
Fans are more complex. CPU cooler, Power Supply, and Graphics Card all come with fans. There's really no need for more than two case fans (one in front and one in back), and you can get away with one just fine. Most cases come with a fan btw. 

Anything that effects the brain and changes the way you think will cause damage, I live and deal with people/users who do/have smoked in the short and long term. So far, they all seem to have the same issues. Unable to make decisions, problem solving is down the drain, language and the addiction to feeling "badass" not to mention some have BAD memory loss.
Any street-drug is retarded including Marijuana. If for generations and generations people start smoking the human race will eventually become dull. It's like watching TV, if you watch TV every day you will become less intelligent over time as your brain doesn't need to work. Your brain is more active sleeping than watching TV, same when on certain drugs.
Anyway, I'll always be against it and won't touch any of it. Same with alcohol.

Agreed - partially. "Yea or nea" is the proper old english spelling, though a more contemporary spellign would be "Yea or nay". "Yay or nay" is just incorrect.
Second, Marijuana contains the chemical THC, which is a mild toxin, and may have detremental effects on the human body and mind. Marijuana smoke also conatains tar, smoke, and other particles, which build up in the lungs, causing lung issues  and excabarating already existing issues.
Third, the bad physical effects of marijuana are far outdone by the other effects on lifestyle. Being addicted to anything is not good, and marijuana can get you in with the wrong group of people, making you a target, leave you broke and destitute, destroy your grades, make your decisions impaired, get you in legal trouble, and is a gateway drug. So no. Dont give a kid a doobie. Give a kid a book, or a backyard, or a friend.
And yes, EpicAdom, that book is for reading, not for using illicitly. What the hell?

Look at one of the numerous site with 650 ti boost 1GB benchmarks, making sure the benchmarks are for exactly that configuration and that card. If your performance is significantly lower, then you are being bottlenecked by the CPU.
 
No, Bottlenecking is not an across the board scenario. Some games may be bottlenecked, some may not, but all by different amounts.

In a RAID 0 array, the two physical drives are treated as one drive in windows. Dual booting would be the same as dual booting off of a single hard drive.
