Question about PWM fans

They can be controlled by either a fan controller for by the bios, correct? And three pin fans cannot be controlled by either?

You can control 3 pin fans with a controller,and also some mobos support DC control,where you can change the voltage

PWM can be controlled by any controller supporting PWM. So either mobo or hardware controller. 3pins can be controlled by controller supporting all fans. Controlling is done by voltage and isn't as accurate as with PWMs. Most modern mobo have support for DC fan control which mean that you can control 3pins also. You may require some figuring and using 3rd party software for that.

 

Not all mobos have all fan headers wired for PWM. But all mobos will have PWM control on two CPU fan headers.
