970 stutter at cs go high graphics

Hi Im new here and i just would like to ask if my system isnt enough for cs go with max graphics.

 

Case: Thermaltake core v1

Board: Gigabyte z170 n gaming 5 

Processor: i5 6600k (have not overclocked dont know how) 

cpu cooler: corsair h80i gt 

SSD: Samsung evo 850 250gb

Video card: Msi gtx 970 gaming 4gb 

Ram: corsair vengeance lpx 2x8gb ddr4 2400

psu: seasonic m12II 620 bronze 620w 80 plus bronze fully modular

Monitor: Asus vg248qe 144hz

 

when i try to play cs go with max graphics 8xmsaa and 16x anistropic (didnt enabled vsync and motion blur) sometimes the games stutters, not sure if its because of 144hz monitor. what is the problem? based on what ive researched gtx 970 should be enough to play cs go all max settings.

CSGO is based more on cpu than gpu (Atleast fromwhat ive heard). But to help your issue have you tried looking up launch options to help with performance?

Right click CSGO in your steam library, click properties, then click set launch options. And paste this in there.

 

-windowed -noborder -w 1920 -h 1040 -freq 144 -refresh 144 -processheap -novid -nojoy -noforcemparms -noforcemaccel -high -tickrate 128 -threads 4 -nod3d9ex -noaafonts +mat_queue_mode 2 +exec autoexec +mat_vignette_enable 0 -y -240
