Intel HD 4600 not working properly

Recently I have had to refresh my windows 8 (64 bit) system which has somehow caused my Intel HD graphics 4600 to malfunction.

I use to get higher frames (counter strike ~300 fps) now I am only getting about 75 fps, I have another GPU which is the AMD Radeon R7 200 series which is working properly. 

In MSI afterburner the page for the AMD card is fine but the card for Intel card is all at 0 and I cant control core voltage, power limit etc. (I don't want to overclock just showing its not working).

I have (I think) the latest drivers, I have tried deleting and reinstalling them but still nothing plz help, If you need more information plz reply and will return information ASAP.

Why do you want to use the HD graphics if you have a dedicated GPU?

Your game will only benefit from one or the other, you can't utilize both for gaming.  Is your monitor plugged into the motherboard or the GPU?

I am a newbie to computers but before I had to refresh computer I had 300 fps in counter strike and in MSI both of the GPU's were working properly.

When I first got the system it was like this then somehow (completely forgotten) I got them both to work and the fps was amazing

The monitor should be plugged directly into the discrete graphics card for the best performance.  Go to AMD's website and use the automatic driver updater.

 

If you want to utilize the iGPU from your CPU you have to plug the monitor into the motherboard.  Go to Intel's website and use the automatic driver updater.

Yes everything is up t date (according to device manager but in Intel information software nothing is written next to driver version......

Not sure what you by intel information software.  What happens when you run the intel driver update utility?

It says no drivers to update and intel software is the intel HD graphics control panel (sorry)

Okay, first, make sure that your main monitor (the one you play counter strike on) is the monitor that is plugged into the graphics card.

 

Secondly, right click your desktop, hit change resolution.  You should see a picture with 2 displays.  Click the one that you are playing counter strike with and make sure that one is set as your main display.

 

Lastly, it seems like your iGPU might be disabled in the bios.  Restart your computer, open the bios, go to advanced, look for system agent configuration, in there should be something called graphics configuration, in there should be an option called iGPU Multi-Monitor.  Make sure that option is enabled.  This is assuming you have an ASUS motherboard.  Other motherboard manufacturers may have it somewhere else in the bios, and it may be called something different.  This will make sure that both the discrete gpu and the igpu are enabled.

you do not need that gpu at all for gaming
