New PC for friend

Hi, I am going to be building a new computer for a friend.

 

The budget for the PC is $500 U.S.

This is going to be for playing a lot of games.

 

He already has a monitor and is going to be using one, but the ability to use 2 would be great.

 

Need to fit a keyboard, he already has the mouse, monitor.

 

I already have a copy of Windows 8 I plan to install on it.

 

Also needs Wifi

Depends on what games he's going to be playing. Assuming around the Witcher 3 area?

The R9 280 has been on sale for $150 lately, and I'd get that if you can, but I can't find that deal anymore and the R9 270 is still a very capable card at 1080p.
