the fan is spinning but doesnt feel like its cooling?

so I have a problem with chassis fan because even though I see it spinning it feels like its not circulating air properly.

 

I put my hand on the back of the case to see if its blowing out air, and it seems like its barely doing anything.

I also opened my case and felt the opposite side with same results. 

 

Does any one have another idea to check if the fans are properly working?

Set them to 100% in the BIOS or with software and see what you get.
You can also plug it right into the psu and it will run at max.

Your hand is not an good measure of a fan's performance.

I would revise your airflow plan.  You could have fans working against each other.  Make sure that there is a general direction in which the air is flowing.

What fan, what rpm, hows the overall setup? As @WoodenMarker said, hand isn't reliable measure. If you want to use analog method, use really light paper towel or piece of string and hold it next to vents.

If you really insist on using your hand, use a moist finger instead. The moisture will cool down fast when air blows against it, making that side of the finger feel cold. I use that trick quite often to determine wind direction in low-wind situations.
