Is it normal to max out the voltage for a GPU OC?

I was watching Jayztwocents' video of the EVGA GTX 980 Hybrid card. In this vid he went to overclock it and the first thing he did was completely max out the voltage with +87mv, and he said it was, "A pretty standard overclock." Is it really? I have never seen anyone just go straight out and max out the voltage right off the bat. Most people try to see how they can do with no extra voltage then add more if it is not stable at their desired speeds. Do people really just go max out voltage?

Its very normal I max out the voltage for my cards all the time for my overclocks.

Nvidia are very conservative with what you can do, maxing it out usually brings it to around 1.262 or less if I remember correctly when most cards now a days can handle 1.3v

I don't. Don't know why it will only go so far anyways.

Because every card has a conservative BIOS that you are unable as standard consumer to fry the chip, VRM or VRAM.
