I think you should change the Motherboard to H97 because you just can't overclock the CPU, others are fine in my opinion.

Looks fine, although a i3 with Z97, better of with H97 unless you want to upgrade later.  Maybe get a better GPU if your budget allows, like a R9/7 270(x).

Yep the MBO is overkill but he alredy has it.

Oh didn't see that, well at least when you upgrade the CPU (K series) the motherboard supports it to overclock better.

If you can still afford it go ahead, they're better than GTX 750Ti.

280 if you can afford it but don't cheap out on PSU to get better graphics card!

AMD cards are power hungry, I would recommend 600W from a good brand

Yeah they tend to draw more power, check their TDP to know more. Compare it with NVIDIA's card and you'll know their differences.
