Best Budget All in one water cooler?

Please reccomend a good all in one water cooler no more than $100 CAD.  Or if you think it is better, should i go for a higher end air-cooler

Intel makes their own(rebranded asetek) for less than $100 US. I think I saw it for $80 last time I saw it.

 

The BXTS13X, from Intel - 79.99 at newegg. Caution - only for intel cpu.
