I am a owner of a phantom case, I can tell you now. Do not use that case with a air cooler heat sink the air flow isn't that great for intake air for the cpu. If your going to spend 75.00 on the noctua cooler you might as well spend the extra 15 and do a h100i amazon has them for 89.99. Also be sure to upgrade the stock fans as they do not move air very good. For a budget I would use Sickles by cooler master they move up to 70 cfm

If you plan on upgrading in the future I would do what jolly Roger said up top no need, just depends on what YOU want. If I would change anything that he suggested it would be the cpu cooler instead of the noctua I would do to a corsair h100i because of that case. You'll also be able to do a better overclock with it. I would go with a 750 watt power supply 850 is over kill for that set up you can still run 2 video cards on a 750 if you wanted. Also instead of radeon video card I would do a gtx 760 by evga. I had one and all I play most of the time is bf4 I just didn't max out my settings. I was on a budget like you i made the mistake of buying a hyper 212 heat sink and basically wasted that money. Yes battlefield is optimized for amd video cards but no one can really tell a difference. Radeon cards also run hotter than nvidia. Your goal with that case my friend is temps. I will try to post parts later just message me I'll help you out

If you still have more money to spend try the gtx 970 honestly 290 for a gtx 760 is a lot but you are getting a 4gb with it you can pay extra 60 and get a gtx 970 i would do gtx 760 with 2gb to save more money it's all on what you want

The 970s are awesome, that will give you time to upgrade to two of them in the future since they are quite new.
