Is the LED controller plugged in and the strips connected to that, there is also a toggle button on the front panel to change the light settings.

That extra 4 pin off the RGB LED strips is just for extensions if you want more lights, there should be a sata power just for the LED strips that goes towards the front I/O the circuit board on the back of the motherboard tray is just a fan splitter.

does that sata connector need its own/separate sata cable coming from the psu?

no it doesn't need to be on it's own dedicated sata power cable it should work just fine, I'm assuming if you hit LED button under the front panel cover it doesn't do anything?

Check if there are any loose connections to the LED strips and try holding down the button for 3 seconds it should turn on/off that way.

Just follow the LED's back to where the electrical leads go but if there isn't any problems after that it seems like something is wrong with the controller or the LED strips, I would get in contact to with Phanteks and see if they can send you a replacement controller or LED strips.
