"Network Connections" refuses to open!

Network Connections won't open! 

My Ethernet works very patchily. Sometimes I get great connection, sometimes horrible connection, but very often no connection at all, it just says "Limited". So, I look at the issue, and it says that "Ethernet" doesn't have a valid IP configuration. So i check how to fix that, and they all point to using "Network Connections" to fix the issue. Except, here is the main problem: When I click "Change Adapter Settings" nothing happens, not a window that crashes, not an error message, literally nothing. Running NCPA.CPL doesn't work either! Nothing works! The same sort of issue occurs when I try to setup a WiFi connection to the computer, I click setup and nothing happens! So frustrating! I can't connect to the internet at all right now except through this one laptop! :angry:  :angry:  :angry:  :angry:

Maybe you should reinstall windows.

Try re-instaling or installing your network adapter drivers.
