Hi

Will a mouse and keyboard plugged into a any USB hub into a Microsoft Surface Pro 3?

You are missing word "work" there. And I'd say yes. Every USB port can run 4 devices with its own power. Using more than 4 requires external power. Same thing if your peripherals aren't working.
