bang for the buck cooler air/water?

Well im kinda between this two options I dont know wich I should choose to be honest.

 

My budget is 60€ Like MAX

 

Many people like 9 in 10 recommended me the CM HYPER 212 EVO, it is a good cooler, 

I had also take a look at the CM SEIDON 120V / 120V Plus but since im a total noob on this I like to know people opinions about this matters :)

 

What you guys think? for 60 € wich is the est option for me considering that i will mainly play counter strike global offensive and that my cpu is a i5 4690K :)

For 60 I'd go with a Noctua U14S or one of the Shadowrock coolers.

NH-U14S or any 120MM AIO will do great.

I would get the Seidon 120V. It should be a bit quieter if you change the fan down the road. And it is a bit cooler as well. And why make another thread about this?

at this price point a air tower will beat a equally priced liquid

Air cooling all the way. Pumps will break and then you need to replace the lot. No moving parts in a chunk of metal. Can't get more reliable than that. Both Air and water require fans to dissipate the heat so I didn't count them as replacement parts. Air cooling can be just as good for thermal and acoustic properties as water can but in most cases it won't be that much worse.

Noctua U14S or Be Quiet Shadow Rock 2 are some good ones. 

 

Some places have the Dark Rock Pro 3 or for 60 EUR too.

the be quiet is pretty hard to get on stores in Portugal..and the noctua ones are not that easy tho... :(

since I don't know prices from where u live I would recommend noctua nhd14 its big but quiet and great or any BE QUIET coolers
