How to control a R9 280X power?

I am going to a old 1024*768 monitor because the one I had broke. I believe its 60 or 75hz, so my actual CPU and GPU are overkill, so I would like to maintain the system the coldest and the quietest. If i dont need more than 100fps fo example, how can I config my GPU to not process more than x fps? I know there are command lines, and have though of Vsync as an option, but dont know really how it works, because in my last monitor I had not experienced any kind of stutter, so never used it.

you can't do it by fps but you can under clock it to reduce its power and heat
