GoPro Hero3+ Silver or Black?

I don't need 4K and it seems that the only important differences for me are that the low light footage is much better on the Black+ than the Silver+ and there's a WiFi remote for the Black+. I do also want to factor the "I wish I got the better one" factor...

4k and 2,7k isn't the only thing. The black can also do 1080p 60 fps or 720p 120 fps which Silver can't do.

Silver+ does 60FPS 1080...

Well depends what you want to do with it. I have the Hero 3 White and use it for motorsport and skiing, perfectly happy with it at 1080p 30fps for racing and that or 720p 60fps for skiing.

 

I personally would get the White or Silver, the Black just seems unnecessary to be honest (maybe there'd be a case if it could to 30fps 4K, but according to GoPro's website it can only do 15fps at 4K...)

Or should I wait for the GoPro Hero4? It should have 4K @30FPS, 1080p @120FPS and so forth?

I'd go with Black IMO.
