Hi im looking to do a budget build pc and want to know what i should do to improve this build and what is the best option for a graphics card now that 1080 ti seems to be on the way out. I want to stick with nvidea and plan to stream and gamer at 4k on this computer.

Looks good, see if you can get a 1080ti for cheap second hand, if not then the 2080 is your best bet IMO.
