If it only fails to boost in Furmark, the card is NOT defective. No need for an RMA and you likely would get the same card back. If you boost up properly in every other game/benchmark but Furmark.. Furmark is the problem.. no if you DONT boost up to the advertised boost clocks or further in tests such as Firestrike, Timespy, Heaven etc.. then you have a problem.. but if it does boost, the card is not defective. 

Msi offered me rma as my 2080 at stock won’t hit boost speeds in fur mark 

it only gets to 1800 not 1860

i have it oced in game at 2040/25 MHz and 1100 on memory firestrike gpu score is 30250

 

my card is a strange one and is the only 2080 iv seem not power limited but voltage limited

core oc is with voltage at 1.093v constant

 

so question is do I rma and hope they send a none voltage but rather power limited card back or keep mine with a poor oc at high voltage and call it a day 

 

i no if I send it for rma they won’t send same card back but rather another card that has been refurbed

Furmark is known to NOT hit boost speeds because it doesnt load the GPU, it puts all the stress on the VRM of the component. Furmark is a bad example to use. Start watching at the 18:15 mark and it will help explain it.

I’m one of the supper chat questions in this video haha, I asked Steve but he said it was cpu bottle neck possibly but I have a 8700k at 5.2ghz 

 

but regaurdless of fur mark they offered me rma so should should I take it and hope for a power limited card rather than voltage ?

Your graphics score in firestrike is fine.... Even the best cards under the best cooling solutions cap at around 2150 on core for sustained boosts. 1.093v is the max allowable voltage by Nvidia.
