Is there a way to limit GPU usage in just games so it isn't running above 90% so i can use it to record as well or is the best way to just limit my frame rate?

V-Sync or a frame rate limiter like Afterburner/RTSS provides.

You could just limit the fps in a given game, but it sholdn't matter the impact from using GPU encoding should be minimal anyways

 

What CPU/GPU? Are you just using Shadowplay/ReLive? or are you trying to use OBS?

I have a GTX1080 and i7 7700k and i use OBS. it uses about 5% GPU to encode so i was just wondering. right now im using Afterburner/RTSS and its working well
