PC for my grandmother

I want to buy her a new computer as hers is slowing down a lot and had it for like 10 years. She uses a laptop currently but I want to get her an AIO pc or if it has a very small tower. She has tight desk space and I'd like to keep as much clutter off the desk. And there isn't space below her desk. 

 

Basically what I have in mind for her is an AIO pc with touchscreen (she says she'd like a pc with touchscreen but it's not very high on my list to buy because they get expensive), wireless keyboard and mouse for around $600USD (Max $1,000USD). But I'm completely open to suggestions and I could build her a pc as well. She doesnt need much at all, just for her to watch movies and web browsing / emails.

 

Screen size I'd say that would be good for her is between 24"-28"?

This should do fine for 600$. However, something like an iPad would be more ideal.

I would recommend this.  It's got an SSD but it is 5 years old.

I do, never had an issue, since RMA's are available etc.  PC parts usually work or they don't, very unlikely an OEM mobo, chip, anything was abused + OS is free etc.  I would put the reliability as the same as building your own, sans these PCs were MADE to run 24/7 for companies for many years without malfunction (Corporations like mine wouldn't do the Dell OptiPlex program if they weren't reliable) - OEM PCs are usually made of robust stuff.

 

If your budget exceeds a refurb however, than don't get one :)
