Still bootlenecking

Hello!

 

So I just got a new motherboard (ROG STRIX B360-F GAMING) and a new CPU (Intel I7 8700) I have a RTX 2080TI and even though the CPU isn't the most powerful games should freeze/shutter lag, also the fps seems a bit to low. In Rise of the Tomb Raider i get an average of 65 fps and that is really low considering what I have in my computer

 

CPU:Intel I7 8700

Motherboard: ROG STRIX B360-F GAMING

GPU: RTX 2080TI

Storage:223GB KINGSTON
             931GB Seagate
             465GB Samsung SSD 960 EVO

PSU: EVGA Supernova G2 650W

RAM: ddr4 HyperX 2133Mhz

 

Any ideas what I can try to do to solve this? or troubleshoot it?

Also uploaded a picture of the task manager and CPU-Z while playing BF5 on high/ultra

Random question, did you go into your BIOS and check to see if you have the Intel Technology feature enabled. (I honestly forget the name of it) I have an 8700 and was running into the same issue. I enabled it and it resolved my issue. This setting enables the turbo clock that automatically comes on.

Thermal looks stable, setting where it should be. When I play Bf5 for an example my game sometimes freezes for about 1 sec and also shutter sometimes, but my computer should be able to handle it without any issue

Install the new BF5 Driver?

Why is your cpu completely loaded but your gpu isn't even being used hardly. I would check what programs are giving you such high usage.

It's BF5 that is using about all 100%
