Can cable bottlenecking?

USB is a reversely compatible form factor.

A 3.0 port will read 2.0 or 1.0 but the connection will only be as fast as the connector rated speed. 

A 2.0 USB device connected to a 3.0 slot will only give 2.0 speed.
Though if you tried to connect a device rated 3.0 in a 2.0 slot more likely than not you would not even get a response.
