So, because my current GPU (an original (release) R9 380 4GB) has a broken fan I'm planning on buying a new GPU

the problem is that because I'm only 14 - 16 I don't really have that much money I'm gonna try to get save up some money so that at the beginning of 2019 I should have around 600 CAD /  455 USD / 400 EUR

now my question is which GPU would be best suited to my PC and budget

because most people will need this information:

my PC is a "Pandora - Turbo CD 3500+"

here's the spec sheet 

 

(also the GPU schould be easy to install becuase i never installed a GPU before)

Oh and the GPU should be 4k and FreeSync ready

You're looking at Vega for 4K and FreeSync. Not really any other options.

Yup Vega 64 can be found new for around 600 CAD now, or i should say In the US they are selling for 450 US so which is obviously around 600 CAD but maybe availability in Canada is still limited i'm not sure. If that's the case the used market is the way to go.

600 CAD is around 400 - 430€

that's what most people that are around 16 years old get as pocket money in Germany and some other parts of Europe

nope, they have to be identical cards (generation wise and chip wise), like Vega 56 and a vega 56, or a r9 380 and a r9 380. and in my opinion, single GPU is always better if you can afford a more expensive one in place of the 2 lesser ones. 

 

but for 4k, id still go higher end Nvidia and just ditch freesync if you would be ok with it.

now, would it be out of the question to watercool the GPU? it would prevent you needing to buy a new one entirely if you want to avoid getting something new.

Kinda...I'm pretty sure it would be hard to find a water cooler for a GPU that is mounted on the main circuit board
