Updated my gpu drivers to latest version and this happend ? wth 

1st Pic is when i open new window

Reinstall the drivers.

What is actually supposed to go here? Some people put their specs, others put random comments or remarks about themselves or others, and there are a few who put cryptic statements.

I did... Twice and changed a cpu and gpu and now i am out of ideas...

I would but my restore point is 3 monts old and i instaled like 460gb of Games /programs etc.

Try switching between iGPU and dGPU, see if it helps.

Or change the resolution to the native resolution/scale of your screen (then restart), and/or disable Aero Desktop effect?

(Also, Windows 7, really?)

More like Windows 7 without-Aero-enable-to-get-the-classic-XP-styling, really? That could be your issue as windows can be picky about window graphics when aero is not on in windows 7. Especially if it is a newer GFX driver. I would try re-enabling Aero through personalization and see if that makes a difference
