Led and power but no bios

Hello, 

 

I just built a mostly new pc and having problems with start up. 

 

New items are mobo, cpu, psu, ssd, hdd

 

I took a video of what is happening for people to see as I can't really explain it.

I just bought the mobo and cpu today and can still return it if that's the problem.
