40 mbps = 5MB/s. OP said it never goes up above 2 MB, so I assume his PC downloading the game is the only device that is using the internet and that is his problem.

What about other downloads? Are they all stuck at 2mb/s? 

Do you have steam throttled by any chance? Look in the settings for a download cap.

There is a difference yes, but in his post he clearly stated 2Mbps with his 40Mpbs

So step 1 is explaining that Mbit =/= MByte

Step 2 would be looking at why his is missing almost half his download speed. But as the speedtest shows he can clearly reach it.

Yes my PC is the only thing connected to my internet. It does go over 2 very rarely highest I have ever seen it was 5 but it spikes back down instantly, average is 2 (all this is on steam btw)

But that's not steam, is it? Do you have the problem on other platform such as Origin or Uplay aswell? Or Chrome?
