People tend to follow the tech train regardless of how bad it is. 

 

If its something you want, get the new card. Those cards themselves don’t provide as much as I need but can get by for sure.

That would be a guess. As there are no reasons to get something that has no use. Unless you want to intentionally buy a weak card to use something that will make the game run worse. That’s smart.

but the 2070 performs slightly better in benchmarks so its not a weaker card. right/wrong?

 

i know its got higher clock but the new tech seems to makes up for that. right/wrong?

If they cost the same the 2070 is a better buy. It's in between 1080 and 1080TI. I'd check the price of one of those while you're at it.

You make absolutely no sense. Its not weak at all. Why try to comment and help the OP when you have no clue how they perform? Havent even bothered to check the benchmarks...

 

As to the RTX, its a feature and you can decide if you want it enabled or disabled. Simples

It's not a weaker card, it performs just above the 1080. This is normal for generational performance gains.

970 = 1060 3G, 980Ti = 1070, and so forth.

 

Clocks aren't everything, if Pascal's anything to go buy, you should run out of overclocking room around 2.0Ghz.

It’s a mid range card. Didn’t say it was weaker than a 1080, they are both weak. 

 

So if that’s the best they can get, so be it. Pretty simple choice. So hop on the train just to turn the features off, makes sense.

You simply have no point at all here. No, the 2070/1080 isn't weak. It's a pretty beefy card that is pretty able to do almost everything you want from it. Sure, 4k VR might be an issue but since that's a pretty niche application it's usually irrelevant. Come up with common applications a 2070/1080 wouldn't be able to handle. And your tech train babble is pointless. If both cards cost the same then you just go with the 2070 since it's slightly faster and comes along with a few extra features. Why bother buying the older model if you have 0 benefit from it? The extra wouldn't be enough to justify a bonus of $100 or more but if it's the same why bother witht he older model?

That would be in comparison. Simple logic. It’s an ok card. Already said it, if it’s the best one can afford new and meets or exceeds your needs go for it.
