Forza Horizon 4 Super weird lag

I have a decent pc build and was granted Ultra settings when i first launched the game a few minutes ago.

 

Any part of the game, menus in a race, etc, will lag like crazy maybe 10 fps, the moment i open windows game bar (win+G) the game runs perfect in the background its so odd. looks like when im tabbed out it also runs correctly. Any help would be appreciated. Rebooting after i post this.

CPU:R9 3900x@4.5Ghz RAM:Vengeance Pro LPX @ 3200mhz MOBO:MSI Tomohawk B350 GPU:PNY GTX 1080 XLR8

DRIVES:500GB Samsung 970 Pro + Patriot Blast 480GB x2 + 12tb RAID10 NAS

MONITORS:Pixio PX329 32inch 1440p 165hz, LG 34UM68-p 1080p 75hz

Happened to me during the demo, a clean reinstall will fix it. It’s super annoying but it’s normally an issue of not all the files installing properly which for some reason is super common with fh4 on pc. If that doesn’t work just try lowering your settings

I fixed it for some reason the game was running at 30 fps which isn't badturns out my tv that I play racing games on was running at 30hz and for some reason made horizon run like ass. I changed the TV's refresh rate to 120hz and it runs perfect
