I would like to know if a pc with a ryzen 5 2600, 1060 6gb, 500gb m.2 ssd, corsair hydro H45, 500w PSU, ASRock B450M HDV motherboard, 16gb of ram and a random case that is cheap and still isn't terrible would be any good, or if it will just bottle-neck extremely.

I wouldn't use an H45 but rather an air cooler, but that's kind of personal. What PSU is that? Everything seems fine, just don't go too cheap on PSU and case, I can recommend my Corsair TX550M for PSU, and my Corsair 400C ain't a bad choice for case either, although there are 50x more options in the US.

I've heard that the fan on the aio is pretty loud, so if i choose to go with that cooler, i might replace the fan.

unnecessary cooler, could use that money to fill out the rather disappointing motherboard

 

are you on mITX? Otherwise the cheaper but physically larger 2.5" SSD could be better. Don't need NVMe for gaming or as a boot drive on top of a SATA SSD.

Just get a good air cooler instead, IF you plan on overclocking, if not, just keep it stock and use this money elsewhere, like on a B450 Tomahawk (best B450 VRM). You can also save some money on the SSD, as @Jurrunio said. Also, what PSU are you going to buy? Do not save money on the PSU. CX450 is the bare minimum, but I would vouche for the TX550M if you plan on overclocking anything and just for cleaner power.

Depends on what PSU it is. You can always tell the kind of PC its going to be based on how much care is given to the selection of the power supply.

check with the PSU tier list in the power supply subforums first, all brands, no matter their reputation, did sell, does sell, and will sell terrible units. Might want modular cables as well.

best B450 VRM is actually the Gaming Pro Carbon. In MSI's lineup basically all but the Pro-M2 are fine.
